Volgens de WHO is er sprake van universele gezonheidszorg indien élke burger van een land toegang heeft tot betaalbare gezondheidsdiensten (met inbegrip van preventie, promotie, behandeling, en palliatieve zorg) van voldoende kwaliteit (in de zin van doeltreffendheid).
